The first week of the Senate’s hard work this year begins this Tuesday (the 5). This time the senators will focus on the discretion of the names of the officials, especially for the various bodies. There will be 19 hearings dispersed by the Foreign Relations (CRE), Infrastructure (CI), Economic Affairs (CAE), and Constitution and Justice (CCJ) commissions.
CCJ
The CCJ plans three candidates to form the National Council of Justice (CNJ) and one candidate to assume the post of Supreme Court of Labor (TST) minister. The meeting will be at 10:00.
Some of the senators argue that the university is also moving forward in the vote on the 110/2019 Constitutional Amendment (PEC), which deals with tax reform, but the chances are slim. Supporters of the measure want to take advantage of the presence of most senators, which is necessary in voting for officials, for discussion and deliberation of the PEC, and subsequently at the House plenary.
foreign affairs
Thursday (7) 11 diplomats will be interviewed at the CRE. They were appointed by President Jair Bolsonaro to head Brazilian embassies abroad. The war in Ukraine is also on the radar of senators. One of the debates of the week will be diplomat Bernard Klingl. He was appointed to the embassy in Minsk, the capital of Belarus, an ally of Russia in the conflict with the neighboring country.
Reflections of the war between Russia and Ukraine will also be the subject of open sessions in the commission. Russian Ambassador to Brazil Alexey Kazimirovitch Labetskiy will rest today. (6) Hearings are scheduled for Wednesday with Anatoliy Tkach, the charge d’affaires of the Ukrainian Embassy in Brazil. Another official invited by the university is Brazilian Foreign Minister Carlos Alberto França.
Economic Affairs
The government’s appointment of two names – economists Renato Dias de Brito Gomes and Diogo Abry Guillen – to the Central Bank board is also on the CAE’s agenda this Tuesday. The Commission will discuss Alexandre Barreto de Souza, who has been appointed inspector general of the Administrative Council of Economic Defense (Cade).
Compliance with the provisions of the new Sanitation Legal Framework should be discussed by the university. The public hearing, scheduled for 9 a.m. tomorrow (6), will focus on the provision of sanitation services on a regional basis.
infrastructure
Carlos Manuel Baigorri, a candidate for chairman of the Board of the National Telecommunications Agency (Anatel), will be reviewed by the Infrastructure Commission. The meeting will be held today (5) at 14:00. Also today, CI plans to vote on the five projects on the agenda.
Other commissions
A negotiation meeting with 20 items on the agenda is planned at the CAS. One of them is PL 1.057/2019, which provides for the payment of unemployment insurance to small rural producers and fishermen who are deprived of minimum working conditions due to natural disasters or environmental disasters. The meeting is scheduled for 11:00 am.
In the Education Commission (AK), Tuesday will be dedicated to the testimony of nine mayors. They will clarify questions about the obvious unnecessary benefit of allocating public funds to the Ministry of Education. The session should be held at 9 o’clock.
General Assembly
In addition to nominations by officials voted on in parliamentary committees, senators must vote in plenary on issues such as PLS 278/2016, which guarantees support for students with disabilities. Another proposal on the agenda is PL 634/2022, which prohibits a judge from granting joint custody to a parent investigated or prosecuted for crimes against a child or adolescent or domestic violence.
There will also be a thematic discussion session on the bill (PLS 272/2016) defining more behavior as terrorist acts, from 10:00 am on Thursday (7). The bill drafted by Senator Lasier Martins (Podes-RS) was even included on the plenary agenda in February, but voting was delayed at the request of rapporteur Senator Alessandro Vieira (PSDB-SE).
tribute
Among the tributes scheduled for the week, this Tuesday stands out for the solemn session of Congress that will enact PEC 18/2021, which includes rules for female candidates in the Constitution. A special session will be held in the Senate on Friday (8) at 10:00 am to commemorate International Autism Day.
